Sixty-three recipient countries met around the table with the donating countries, bi and multilateral aid organizations, NGOs and regional development banks. The idea of harmonizing development aids for a better result has been in the air for some time, with everyone making their own attempt such as the World Bank and its output-based aids (cf. Hydroplus n° 127). And the experience on the ground, in Afghanistan or Mozambique had shown the efficiency of this harmonization in terms of follow up, assessment and accountancy of the projects initiated.
