Conservation measures, re-use and even the first trickle of desalinated water being too small to weigh in the balance, the environment minister has set up an emergency plan to avoid extra losses in agriculture (700 million euros are already said to have been lost) and be sure of municipal supplies this summer. Facilities dating from the 1990-1995 drought period are to be refurbished in the coming weeks, monitoring indicators (operational by mid-June) will be used to identify priority areas to ensure that water is supplied where the situation is most critical, and some of the AGUA programme measures will be brought forward.
