One hundred or so participants met to exchange experience in integrated water resources management. It was an opportunity for the Rhone Mediterranean Corsica catchment authority RM&C to sign twinning agreements with the Tensift catchment and Souss-Massa. Twinning between France and Morocco is not new, the French water directorate was the precursor in 1996 by joining up with its Moroccan counterpart, but the scope has grown since then, embracing exchanges of knowledge under the aegis of a clearly defined working programme. RM&C is interested by the relationship between the ABH agencies and the farming community.Mohamed El Yazghi, Moroccan minister for the environment, water and development, reminded the meeting that “Despite their being newcomers to the scene, the Morrocan catchment agencies have embarked on a major programme of work.” Morocco is something of a pioneer by building 107 dams and 13 inter-catchment transfer systems, and devolving powers to meet demand. Now the country is adopting an integrated resource preservation policy. A national sewerage master plan is in the pipeline. Flood protection is another focal point in the planned water legislation the government is expected to unveil in eight months’ time, while the ink is still not completely dry on the delegated legislation following the passing of the 1995 water law. Three agencies, now water directorates, will be created.
